Baluti Bwanika Arthur
Baluti Bwanika Arthur is a forward-thinking legal professional whose practice reflects a strong convergence of law, technology and regulatory compliance. He holds a Diploma in Legal Practice from the Law Development Centre and a Bachelor of Laws (LLB) from the Islamic University in Uganda.
He currently serves as a Legal Assistant at NS-KIGOZI Advocates within the firm's corporate and commercial practice, where he provides transactional and regulatory support across a broad range of matters. His work includes supporting senior lawyers and associates in drafting commercial agreements and pleadings, supporting business formation, facilitating land transactions, and conducting in depth legal research within complex regulatory frameworks.
Arthur has developed a growing specialization in cyber law and data protection, with a particular focus on the legal and regulatory governance of digital systems. His work and research engage closely with data protection and privacy compliance, technology-driven regulatory risk, and consumer protection within digital environments. This focus is reinforced by his strong grounding in computer technology and systems design.
Motivated by early exposure to high pressure research demands, Arthur proactively bridged the gap between law and technology by developing practical digital tools for legal professionals. He is a self taught designer and developer of The Lion Hunter (www.idclionhunter.com), a web based legal research platform widely used by Law Development Centre students for case law access, academic tracking, and workshop support. He has since expanded his innovation portfolio with the development of an Inventory Management System tailored for SMEs.
His professional interests extend to the application of Artificial Intelligence including machine learning and natural language processing in automating and enhancing legal processes. He also focuses on the regulatory architecture of digital finance, including online payment systems, digital wallets, FinTech operations, anti-money laundering compliance, and the licensing and oversight of payment service providers, with a strong emphasis on data security and consumer protection.
